Factory function for creating redux-fluent actions.

Arguments

• string - the action type
• (rawPayload: any, rawMeta: any, type: string) => Payload - the payload creator
• (rawPayload: any, rawMeta: any, type: string) => Meta - the meta creator

Returns

(rawPayload, rawMeta) => FluxStandardAction
